State code (18B-14-10) mandates that the governing board of each institution propose rules to regulate the marketing practices used on campuses by credit card companies.

The proposal has been prepared pursuant to that mandate and adopted as an emergency rule by the institution. In order to conform to Series 4 of the Higher Education Policy Commission, the emergency rule must now be made available for public comment by interested constituent groups.
