A West Virginia University professor is available to discuss an increasingly discussed provision in Congress that prohibits funding to certain projects and enhances the power of the legislative branch.
Jason MacDonald, an assistant professor in the WVU Department of Political Science, can speak to the issue of limitation riders, a tool used by members of Congress to limit funding for certain purposes in appropriations bills. This issue was recently illustrated in the “Flake Amendment,” an appropriations bill that prohibited the National Science Foundation from funding political science research.
MacDonald’s expertise on the topic was recently featured in the prominent political science blog “The Monkey Cage.” His research focuses on congressional influence over bureaucratic policy-making. His research has shown that congressional majorities have gained “much greater leverage” over day-to-day policy decisions.
